Android App Development for Dubai & UAE Businesses

Native Android apps in Kotlin, tested across the phones your UAE customers actually carry and published through a Google Play Console account in your company's name.

Who native Android fits

  • Products for field staff, drivers, technicians or warehouse teams, where company-issued Android devices, scanners or rugged handsets are the norm.
  • Apps that need deep Android features: background location, foreground services, Bluetooth hardware, NFC, custom launchers or kiosk mode.
  • Audiences that skew towards Android, such as mass-market delivery, transport and services apps across the wider UAE.
  • Teams that already have a native iOS app and want a matching native Android one.

If your app is mostly forms, lists and bookings on both platforms, one shared codebase in Flutter or React Native is usually the better investment. The mobile app development page sets out the choice, and iOS app development covers native work on Apple's side.

Kotlin and Jetpack Compose

We write Android apps in Kotlin with Jetpack Compose for the interface, following Google's recommended architecture: a UI layer, a data layer with repositories, and background work through WorkManager so tasks survive the app being closed. Older apps written in Java or XML layouts can be extended rather than rewritten, and migrated to Compose screen by screen.

Arabic and English are handled with Android's built-in right-to-left support: start and end instead of left and right, mirrored icons where direction matters, and locale-aware numbers and dates. Payments for physical goods and services run through UAE gateways and Google Pay, as described on our payment gateway integration page.

Google Play Console in your company's name

Organisation account
Opened by you, in your company's name, with a one-time registration fee paid directly to Google. Organisation accounts need a D-U-N-S number and go through Google's identity verification, so we start this early.
Why not a personal account
Newer personal developer accounts have to run a closed test with a minimum group of testers for a set period before they can publish to production. An organisation account avoids that and shows your company as the developer.
App signing
Apps are uploaded as Android App Bundles and signed through Play App Signing. The upload key is stored under your control, with documented access for us.
Testing tracks
Internal, closed and open testing tracks let your team and pilot customers use builds before release. Staged rollouts then release to a percentage of users first.

Target API levels and Play policies

Google requires new apps and updates to target a recent Android API level, and it raises that requirement each year. Apps that fall behind can no longer publish updates and, after a further deadline, stop being offered to users on newer Android versions. Raising the target level is rarely just a number change: each Android release tightens permissions, background work and notification rules, so the app has to be tested against them.

  • Data safety section: a declaration of what the app and its SDKs collect and share, which must match what the app actually does.
  • Sensitive permissions such as background location, SMS or call logs need a justified core use case and, in some cases, a declaration form reviewed by Google.
  • Digital goods and subscriptions sold inside the app generally have to use Google Play Billing; physical goods and services do not.
  • Account deletion must be available both in the app and through a web link listed in the store.

Testing across device fragmentation

Android runs on thousands of device models with different screen sizes, OS versions and manufacturer changes. Some manufacturers aggressively stop background apps to save battery, which breaks reminders and location tracking if the app is not built for it. We agree a device matrix with you based on your audience: recent Samsung flagships and mid-range models, popular Xiaomi, Oppo and Huawei devices, at least one older low-memory phone, and tablets or rugged devices if your staff use them. Real devices cover the matrix core, and a device cloud covers the long tail.

Optional: Huawei AppGallery

Recent Huawei phones ship without Google Play services, so apps that depend on Firebase messaging, Google Maps or Google sign-in lose those features there. If Huawei users matter to you, we add an AppGallery build that swaps in Huawei's equivalents, such as Push Kit and Map Kit, behind the same interfaces, and publish it through AppGallery Connect. It is an extra build and test target, so we scope it only when your audience justifies it.

Process and what changes the budget

  1. Scoping

Journeys, device matrix, permissions, backend, payments and policy checks, written up with exclusions.

  2. Design and build

Material-based design adapted to your brand, then incremental builds on the internal testing track.

  3. Testing and release

Device matrix testing in both languages, store listing in English and Arabic, data safety form, then a staged rollout.

Cost depends on the number of roles and journeys, background and hardware features, the size of the device matrix, whether a backend exists and whether AppGallery is included. Google's fees, third-party services and ongoing support are excluded. We give a fixed quote after a scoping call, and the cost calculator gives a first estimate of scale.

Questions buyers ask

Which Android versions will the app support?

We set a minimum version at scoping from your audience data. Going lower widens reach but adds testing and workaround effort.

What happens if we stop updating the app?

Once it falls behind Google's target API requirement, you cannot publish updates until it is brought up to date, and it eventually stops appearing for users on newer devices.

Can the app work offline?

Yes. Data is stored locally and synced when the connection returns, with rules for what happens when two people change the same record.

Do we need a separate app for Huawei phones?

Not a separate product, but a separate build that uses Huawei's services instead of Google's. Whether it is worth it depends on your audience.

Can you take over an existing Android app?

Yes, after checking the code, build setup, Play Console access and signing keys. Lost upload keys can be reset through Google, but it takes time, so we check first.
